April 14th City Council Meeting

The Valley City Council held its first regular scheduled meeting of April on Tuesday, April 14, 2020, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Henry Cooper and Councilmember Jimmy Gilson led the Pledge of Allegiance. Councilmembers were Marquetta Madden and Cassie Carlisle were absent.

Prior to official business, Mayor Riley called for a public hearing to confirm costs of demolition at the following properties:

  • 1194 Newton Road
  • 1204 Newton Road
  • 205 Combs Street
  • 354 Summerhill Road

Code Enforcement Official Reid Riley gave a report on the costs incurred by the city on each property. The mayor closed the meeting.

The April 14th financial audit report for the city was given as follows:

  • Checking account previous balance...........................  $4,944,870.89
  • Total deposits all funds..................................................     $677,514.41
  • Total expenditures all funds...........................................     $604,594.46
  • Total on-hand all funds.................................................... $5,017,790.84

The following actions were taken by the city council at the April 14th meeting:                        

  • Approved the minutes from the March 23rd city council meeting
  • Accepted the April 14th financial audit report
  • Passed unanimously the following resolutions in the Consent Agenda
    • Resolution 2020-032R declaring property at 46th Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-033R declaring property at 2408 31st Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-034R declaring property at 305 U.S. Highway 29 a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-035R declaring property at 1706 58th Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-036R declaring property at 1804 A 46th Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-037R declaring 4 Police Department vehicles as surplus and authorizing Chief Weldon to sell the vehicles
    • Resolution 2020-038R confirming costs of nuisance abatement at 1194 Newton Road
    • Resolution 2020-039R confirming costs of nuisance abatement at 1204 Newton Road
    • Resolution 2020-040R confirming costs of nuisance abatement at 205 Combs Street
    • Resolution 2020-041R confirming costs of nuisance abatement at 354Summerhill Road
  • Resolution 2020-042R amending a CDBG and ARC Economic Development Grant by $400,000 due to increased costs of the water and sewer improvements for the John Soules Foods Project
  • Resolution 2020-043R awarding Crawford Grading and Pipeline, Incorporated the bid in the amount of $2,550,569.50 to construct the water and sewer system improvements as part of the   John Soules Foods Project
  • Resolution 2020-043R accepting under Deed of Dedication real property donated to the city by David Cotney Construction LLC

A discussion on tearing down a house at 30th Street was held between the Mayor, Council, and Code Enforcement Official Riley. Council voted to let the owner address the council at the next meeting to give reasons why the house should not be torn down.

The mayor next Council Meeting would be Monday, April 27 at 6:00 pm at Valley City Hall.

Council adjourned at 6:27 PM.
