August 28 City Council Meeting

The Valley City Council held its second regular scheduled meeting of August on Monday, August 28th, 2017, in the Council Chambers at Valley City Hall.

Mayor Leonard Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Jimmy Gilson and Councilmember Paul Story led the Pledge of Allegiance.

All members were present.

Prior to official business, the following 2 public hearings were held:

  • Confirm costs of demolition of the following properties:
    • 505 Wellington Street
    • 2814 16th Avenue
    • 3019 51st Street
    • 7806 School Street
  • Bond Issue – General Obligation Warrant, Series 2017

The August 28th financial audit report for the city was given as follows:

  • Checking account previous balance.................. $4,604,930.24
  • Total deposits all funds............................................ $630,145.44
  • Total expenditures all funds.................................... $283,528.07
  • Total on-hand all funds......................................... $4,951,547.61

The following actions were taken by the city council at the August 28th meeting:

  • Approved the minutes from the August 14th, 2017, council meeting
  • Accepted the August 28th financial audit report
  • Approved unanimously the following resolutions on the Consent Agenda
    • Resolution 17-089R confirming cost on nuisance abatement at 505 Wellington Street
    • Resolution 17-090R confirming cost on nuisance abatement at 2814 16th Avenue
    • Resolution 17-091R confirming cost on nuisance abatement at 3019 51st Street
    • Resolution 17-092R confirming cost on nuisance abatement at 7806 School Street
    • Resolution 17-093R declaring property at 5707 16th Avenue a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-094R declaring property at 1808 45th Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-095R authorizing a lien of $50 to be imposed on property at 3307 21st Avenue for clean-up work performed by the city on the property
    • Resolution 17-096R authorizing a lien of $50 to be imposed on property at 2005 29th Boulevard for clean-up work performed by the city on the property
    • Resolution 17-097R authorizing a lien of $50 to be imposed on property at 1810 45th Street for clean-up work performed by the city on the property
    • Resolution 17-098R authorizing a lien of $50 to be imposed on property at 403 Glenwood Street for clean-up work performed by the city on the property
    • Resolution 17-099R authorizing a lien of $60 to be imposed on property at 2201 58th Street for clean-up work performed by the city on the property
    • Resolution 17-100R authorizing a lien of $50 to be imposed on property at 406 Lafayette Street for clean-up work performed by the city on the property
    • Resolution 17-101R authorizing a lien of $50 to be imposed on property at 408 Lafayette Street for clean-up work performed by the city on the property
    • Resolution 17-102R authorizing a lien of $50 to be imposed on property at 1903 43rd Street for clean-up work performed by the city on the property
    • Resolution 17-103R authorizing a lien of $50 to be imposed on property at 5211 23rd Boulevard for clean-up work performed by the city on the property
    • Resolution 17-104R authorizing a lien of $50 to be imposed on property at 21st Avenue for clean-up work performed by the city on the property
    • Resolution 17-105R authorizing a lien of $60 to be imposed on property at 2201 58th Street for clean-up work performed by the city on the property
    • Resolution 17-106R authorizing a lien of $50 to be imposed on property at 512 Francis Street for clean-up work performed by the city on the property
    • Resolution 17-107R authorizing a lien of $65 to be imposed on property at 5201 20th Avenue for clean-up work performed by the city on the property
    • Resolution 17-108R authorizing a lien of $65 to be imposed on property at 3307 21st Avenue for clean-up work performed by the city on the property
    • Resolution 17-109R authorizing a lien of $65 to be imposed on property at 4005 20th Avenue for clean-up work performed by the city on the property
    • Resolution 17-110R amending the Valley Police Department budget by $6,440 donations and registrations received for the 2017 Jr. Police Academy
  • Approved Resolution 17-111R on a 6-0 vote with Councilmember Story abstaining, authorizing Mayor Riley to enter into a one-year agreement with East Alabama Occupational Medicine to perform drug screening for the city
  • Approved unanimously Resolution 17-112R accepting the agreement between the City of Valley and the executor of the Donald Perry Williams estate for the proposed distribution of the available funds of the estate
  • Suspended the rules and passed on its first reading of Ordinance 17-10, a bond issue for General Obligation Warrant, Series 2017 that would provide $6,115,000 in funds

Adjourned the council meeting at 6:30PM.
