June 13 City Council Meeting

The Valley City Council held its first meeting of June on Monday, June 13, 2016, in the Council Chambers at Valley City Hall.

Mayor Leonard Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Paul Story and Councilmember Jim Jones led the Pledge of Allegiance

Councilmembers Lana Wiggins and Henry Cooper were absent.

During the Mayor’s Communications Mayor Riley appointed Suzie Britt to a 3-year term on the Valley Historic Preservation commission.

During the Parks & Recreation Department’s communication, Director Laurie Blount presented certificates of achievement to members of the City of Valley Recreation League Youth Sports Program Track Team who made the ARPA State Tournament and broke 4 state records.

The June 13th financial audit report for the city was given as follows:

  • Checking account previous balance..................... $4,394,483.25
  • Total deposits all funds............................................ $593,680.68
  • Total expenditures all funds.................................... $624,585.83
  • Total on-hand all funds............................................ $4,363,578.10

The following actions were taken by the city council at the June 13th meeting:

  • Approved the minutes from the May 23rd, 2016, council meeting
  • Approved an amended the financial audit report from the May 23rd council meeting due to an incorrect formula for one of the summary totals
  • Accepted the June 13th financial audit report
  • Approved unanimously Resolution 16-076R amending the Valley Police Department FY 2016 Budget’s Vehicle Maintenance account by $8,930 for Insurance Recoveries received
  • Approved unanimously Resolution 16-077R amending the Valley Police Department FY 2016 Budget’s Capital Expenditure Equipment account by $7,169 for the sale of a surplus vehicle
  • Approved unanimously Resolution 16-078R appointing Valley City Clerk Kathy Snowden to oversee the 2016 Municipal Election due to Mayor Riley intending to be a candidate
  • Approved unanimously Resolution 16-079R declaring 34 barbells, 2 dumbbell racks, and one Body Solid Multifunctional Trainer as surplus equipment and authorizing Valley Parks and Recreation Director Laurie Blount to sell the equipment according to existing municipal policy and state law
  • Approved unanimously Resolution 16-080R authorizing Mayor Riley to submit an application for $250,000 in funding for a 2016 Community Development Block Grant program’s Community Enhancement Grant for building a new Valley Senior Citizen Center, the city will provide matching funds of $1,020,501 in support of the project
  • Suspended the rules and passed on its first reading Ordinance 16-09 selling property at 221 50th Street to Robin Maness for $900
  • Suspended the rules and passed on its first reading Ordinance 16-10 annexing certain property in the Medical Park into the City of Valley
  • Went into Executive Session at 6:25PM to discuss Real Estate Negotiations

Council returned from Executive Session and adjourned at 6:40PM without any further actions taken.
