October 29th City Council Meeting

The Valley City Council held its second regular scheduled meeting of October on Monday, October 23rd, 2017, in the Council Chambers at Valley City Hall.

Mayor Leonard Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Marqeutta Madden and Councilmember Lana Wiggins led the Pledge of Allegiance.

Councilmember Jim Jones was absent.

The October 23rd financial audit report for the city was given as follows:

  • Checking account previous balance.................. $5,416,971.65
  • Total deposits all funds............................................ $459,839.66
  • Total expenditures all funds.................................... $452,888.04
  • Total on-hand all funds......................................... $5,423,923.27

During the mayor’s communications the following occurred:

  • A proclamation was presented celebrating the 75th anniversary of the Little Boston Club
  • Greater Valley Area Chamber of Commerce Director Ashley Crane presented the quarterly report for GVACC

The following actions were taken by the city council at the October 23rd meeting:

  • Approved the minutes from the October 9th, 2017, council meeting
  • Accepted the October 23rd financial audit report
  • Approved unanimously the following resolutions on the Consent Agenda
    • Resolution 17-126R authorizing the mayor to enter into agreement with the East Alabama Regional Planning Commission for services for the Valley Senior Center
    • Resolution 17-127R declaring property at 56 Reservoir Street as a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-128R declaring property at 6304 19th Avenue as a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-129R declaring property at 3242 US Highway 29 as a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-130R declaring property at 1018 Hilldale Road as a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-131R declaring property at 203 Spring Street as a public nuisance and authorizing the abatement of the nuisance
    • Resolution 17-132R finding a claim against the City of Valley by Marde Brooks without merit and denying the claim
    • Resolution 17-133R authorizing the mayor to enter into an agreement with Georgia Power Company to lease the Riverview Boat Landing for 15 years beginning December 1, 2017
    • Resolution 17-134R awarding the bid of $33,980 by Advanced Athletic Surfaces, LLC of Woodstock, Georgia, which was the only bid received, to repave the Community Center Tennis Courts
  • Approved unanimously Resolution 17-135R approving a 2% Cost of Living Adjustment for city employees
  • Approved unanimously Resolution 17-136R approving a one-time lump sum payment for eligible retirees and beneficiaries of deceased retirees of the City of Valley
  • Approved unanimously Resolution 17-137R approving the 2017/2018 FY Budget submitted by the mayor to the city council
  • Approved unanimously Resolution 17-138R approving a change in the city’s Health Insurance Program 
  • Approved unanimously Resolution 17-139R approving the $82,798 purchase by the Parks and Recreation Department of new Fitness Equipment for the Valley Community Center from Advantage Sport & Fitness through the National Joint Powers Alliance Cooperative Purchasing Program 
  • Approved unanimously Resolution 17-140R approving the $31,957.03 purchase by the Parks and Recreation Department of new furniture for the Valley Community Center/Senior Center through the Alabama Contract Sales, Inc. Cooperative Purchasing Program
  • Approved unanimously Resolution 17-141R approving the $19,126 purchase by the Public Works Department of a Two-Column Canopy with Lights and Installation from Montgomery Equipment Company
  • Approved unanimously Resolution 17-142R approving the $10,840 purchase by the Public Works Department of 2 Gasboy Mechanical Fleet Suction Pumps from Montgomery Equipment Company
  • Approved unanimously Resolution 17-143R authorizing the mayor to seek bids for paving of the following City of Valley Streets
    • 55th Street (From 23rd to King Road)
    • 56th West (Hwy 29) to 23rd (Hwy 29)
    • 29th Boulevard (From 22nd Avenue to 34th Street)
    • Cusseta Road (From Fairfax Bypass to Huguley Road)
  • Suspended the rules and passed unanimously the following Ordinances:
    • Ordinance 17-12 requesting annexation into the City of Valley of property owned by Chris and Denise Clark
    • Ordinance 17-13 approving the sale of surplus city property, 129 Bennett Street, to Bobby O. Crim for $500.00
    • Ordinance 17-14 approving the sale of surplus city property, 3392 Columbus Road, to Sherry L. Schoebel for $2,000.00

Mayor Riley made the following announcements:

  • The Fall Festival would be held October 31st from 6-9PM at the Valley Sportsplex
  • The 3rd Annual W.H.I.P Breast Cancer Walk would be held October 29th at 2PM at the John Hoggs Pavilion in West Point, Ga.

The council meeting adjourned at 6:43PM.
