September 6th City Council Meeting

The Valley City Council held its first regular scheduled meeting of September on Thursday, September 6th, 2018, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. All members were present. The invocation was given by Councilmember Jimmy Gilson and Councilmember Paul Story led the Pledge of Allegiance.

The 2 following public hearings were held, prior to the regular official council business:

  • Public Hearings on Assessing Liens on the following properties
    • 335 Rehobeth Road
    • 3405 15th Avenue
    • 2014 22nd Avenue
  • Public Hearing to discuss Valley applying for funding from the United States Department of Agriculture (USDA) Water and Waste Disposal Loan Guarantees Program

During the Mayor’s communications, the following occurred:

  • Councilmember Story read a proclamation proclaiming September 24 as Family Day and September 23 – September 29 as Family Week in the City of Valley
  • The mayor called for a public hearing at the September 24th council meeting to confirm costs of demolition at 358 Summerhill Road

The September 6th financial audit report for the city was given as follows:

  • Checking account previous balance......................... $4,875,645.01
  • Total deposits all funds................................................... $153,787.82
  • Total expenditures all funds............................................ $202,009.68
  • Total on-hand all funds................................................. $4,827,423.15

The following actions were taken by the city council at the September 6th meeting:

  • Approved the minutes from August 27, 2018, council meeting
  • Accepted the September 6th financial audit report
  • Approved unanimously the following resolutions on the Consent Agenda
    • Resolution 2018-135R imposing a lien of $2,168 on property at 335 Rehobeth Road
    • Resolution 2018-136R imposing a lien of $7,600 on property at 3405 15th Avenue
    • Resolution 2018-137R imposing a lien of $7,600 on property at 2014 22nd Avenue
  • Approved unanimously Resolution 2018-138R accepting the bid from Auburn Bank for the issuance of a $7,500,000 commercial loan from Auburn Bank
  • Approved unanimously Resolution 2018-139R authorizing the application for grant funding from the United States Department of Agriculture Water and Waste Disposal Loan Guarantees Program for:
    • Construction of a water tower and water lines in Industrial Park
    • Sewer line from Industrial Park to East Alabama Water Treatment Plant
    • Pay down current bond owed to Auburn Bank
  • Approved unanimously Resolution 2018-140R naming a road inside the Valley Industrial Park leading to the Four Star Freightliner, Inc. property “Four Star Drive”
  • Suspended the rules and passed on its first reading Ordinance 2018-17 agreeing to lease 3,000 square feet of the Public Works Building at 5520 Fairfax Bypass to the Fifth Judicial Circuit Multi-Jurisdictional Task Force
  • Suspended the rules and passed on its first reading Ordinance 2018-18 agreeing to exchange parcels of property in the Chattahoochee Valley Hospital Society Medical Office Park with the Chambers County Council for Neglected & Dependent Children & Youth, Inc.

The mayor made the following announcements:

  • The increase in the cost of a cemetery plot in Valley cemeteries would take affect October 1st
  • Notary fees would now be $5 for nonresidents of Valley beginning October 1st
  • The next city council meeting would be Monday, September 24th at 6PM

Council adjourned at 6:28PM.
